The Host Club participates in the annual Ouran Fair as entertainment to the public. They rent out the main salon and Kyoya comments how Tamaki is capricious and overly expanding the budget (i.e. bringing a horse-drawn carriage flown in from France). He even insists the Host Club change outfits three times a day. Meanwhile, a young lady is watching nearby. Tamaki's father shows up at the club as well as Tamaki's grandmother. Neither are friendly to Tamaki which leads to Haruhi asking about Tamaki's family. While his grandmother is there she introduces Tamaki to Eclair Tonnere who was watching them earlier. Tamaki's grandmother insists that Tamaki will be Eclair's escort for the next two days. Haruhi learns that Tamaki is the illegitimate son of the Chairman. His mother is somewhere missing in France and Tamaki is forbidden to see her. Later on in the day, Tamaki plays the piano for Eclair in the music room while Haruhi changes outfits and walks in on them. This is when Eclair realizes that Haruhi is actually a girl; this also makes Eclair realize Tamaki has feelings for Haruhi. Tamaki tells Eclair that the Host Club is family and she states that he needs to "stop playing house". She then pushes Tamaki on the couch and tells Tamaki that she can give him a "real" family. When Haruhi walks back out to the others everyone compliments her on her outfit and asks where Tamaki is. Haruhi informs them that he is with Eclair in the music room. Tamaki later shows up with Eclair at the end of the show and annouces that he and Eclair are engaged. He also says that the Host Club will be dissolved following the fair.
